In the Biotics 5.0 release (the first release, back in summer 2013), users could not create new Global or National Element Tracking records, only new Subnational Element records (ESTs). However, this has been rectified in subsequent releases and you can now create new EGT and ENT records if you need to add an EST. [As in Biotics 4, the full "trio" of element tracking records is required by the data model; you can't just have a subnational record.]
